The Italian government is considering installing a clock in
the Leaning Tower of Pisa. The reason? What good is it to
have the inclination if you don't have the time?

Oh ... erm ...well ...
1. The Tower of Pisa in Italy is famous because it leans ... it is inclined.
2. The English phrase: "I've got the time if you've got the inclination" means that I've got time for an intimate encounter with you if you desire it ... if you are inclined towards it.
